Construction of the major new link road through the One Horton Heath development will begin this spring with the award of the £11.7m scheme to nationally based Luddon Construction.

Luddon will construct the remaining one-mile route section between Burnetts Lane roundabout to the south and Allington Lane roundabout to the north that will provide an important travel connection between Hedge End and Fair Oak.

Construction of the link road is planned to commence in early summer and is due for completion in summer 2024.

The scheme will also provide:

  • the closure of Fir Tree Lane at the Allington Lane junction to through traffic and the start of this local route becoming a new shared footway.
  • Shared footway and cycle routes.
  •  Three road bridges and two footbridges.
  •  The provision of important utility and drainage connections.
  • New bus facilities - constructed ahead of a new future local bus service.
  •  Safe crossing points along the 30mph road.
  • Extensive landscaping to include native rich species.
Council Leader Cllr Keith House said, “It will be great to see this vitally significant scheme for Horton Heath get underway soon. This project is further evidence of the Council’s ‘Infrastructure First’ approach. We are ensuring this vital new road infrastructure is in place first to help take traffic away from rural Burnetts Lane and remove some through traffic in both Fair Oak and Horton Heath.”

Kevin Bunday, Head of delivery, One Horton Heath said, “The final phase of the link road is a significant scheme – one that will see all future construction traffic use the new road, avoiding the local village of Horton Heath and importantly delivering early on our infrastructure first programme with new cycle and walking routes for the local community to enjoy. We successfully delivered the first phase of this major local road scheme in 2021 and will continue to deliver through the project team and our supply chain partners the highest standards of delivery”.

Alex Morrison, Joint Managing Director Luddon Construction said, “Having listened carefully to the direction provided by the Eastleigh Borough Council One Horton Heath team throughout the earlier tender period, Luddon Construction is delighted and proud to have been selected to deliver this important phase of the One Horton Heath Infrastructure works, continuing with the “Infrastructure First” Project philosophy and approach”.
