Ross
Technical Manager

Ross Blakemore

Ross started his career as an apprentice carpenter and joiner. After completing his apprenticeship, he spent six years working as an Assistant Site Manager whilst studying for his degree. After a few years as a Site Manager he moved into a Technical Management role where he has developed his skills and knowledge in a design and planning capacity. As Technical Manager on the project, his main focus is on strategic infrastructure elements to include utilities, transport, energy, access and movement.

When not at work, Ross enjoys middle distance running and playing golf. Although this has taken a back seat since he had children, he now enjoys days out as a family of four.

Chris Payne

Chris joined the Council in 2018 having spent 20 years with local developer and contractor Drew Smith.

He has been involved with the project since 2013 but now provides the expertise and skill to turn the Councils public minded vision of development into reality. Chris is overall responsible to the Project Board for ensuring strategies are set and then implemented successfully through the Project Management Team.

Senior Communications Officer

Zoe Walne

Zoe has enjoyed a career working in the communications and marketing field predominately spent in the built environment sector. Having spent the past few years working on large-scale projects to include highway and rail infrastructure schemes, Zoe is now looking forward to exploring the many opportunities the One Horton Heath project can realise. In her role as Senior Communications Officer, she is setting about building the communication platforms, exploring new communication paths and telling the story as it evolves.

When not making good ideas real at work she can be found exploring the many walkways and coastal paths in the Eastleigh and Hampshire area with her family and golden retriever. On a good day also tending to her ongoing garden development project.
