OHH Community Consultation
Primary School and Community Facilities

A public consultation is being held on proposals for a new primary school, sports pitch, pavilion and allotments within the Horton Heath development.

Outline planning permission has already been granted for these uses. We are now seeking feedback on the detailed design as part of a forthcoming Reserved Matters planning application.

We welcome comments from residents, stakeholders and the wider community. Feedback can be provided online or by attending the in-person consultation event.

What is proposed

  • A new primary school, planned to open in Autumn 2028 (dependent on occupancy and development progress), providing education for children aged 4–11 and growing over time to a three-form entry school
  • Sports pitch and a pavilion with changing facilities, designed to recognised standards
  • Allotment provision, including a mix of full and half plots
  • New pedestrian and cycle connections linking through the site

This feedback will help shape the final design before a Reserved Matters application is submitted.

Consultation period: 13 – 27 May 2026, with an in-person event Wed 13 May at Fair Oak Horton Heath Parish Council Offices, 3:30-6:30pm

Public Art Vision

**This consultation has now closed**

Public art at One Horton Heath is intended to celebrate creativity, encourage connection and reflect the character of the local community.

The requirement for public art was secured through the outline planning permission, and a draft Vision has since been developed through early engagement with residents and key stakeholders. This Vision sets out a programme of creative projects to be delivered over the next decade.

We invited comments on the final draft and welcomed ‘expressions of interest’ from individuals, organisations and community groups who would like to collaborate on future projects.

What was proposed

  • Artist residencies
  • Permanent art commissions, including features such as bespoke balconies, bus shelters and a bat house
  • Carnival-style performance events
  • Creative learning and engagement activities

This feedback will help shape how public art is delivered at One Horton Heath and ensure it reflects the aspirations of the community. Thank you to everyone who took part.

  • Homes at The Homestal

The land is already allocated for housing. We’re preparing to submit Reserved Matters planning applications – showing the detailed design, layout and landscaping for new homes and green spaces that are already approved in principle through the Outline Planning Application and need your feedback.

What’s proposed:

  • 350 – 400 homes
  • A mix of affordable and private market homes
  • New parkland and play areas
  • Generous tree planting and sustainable drainage areas

  • A mix of affordable and private market homes
  • New parkland and play areas
  • Generous tree planting and sustainable drainage areas
