September 2026 - The Lower Acre
The first homes at The Lower Acre near completion
Construction of the first 381 homes at The Lower Acre is progressing, with the first homes now nearing completion. Roads, landscaping and green spaces are also taking shape as the first phase of One Horton Heath moves towards completion.
The show homes are now open, giving visitors the opportunity to see some of the new homes and get a feel for what is being created at One Horton Heath.

August 2026 - School
Planning application submitted for new Horton Heath primary school
Plans were submitted for the new three-form-entry Horton Heath primary school, marking another important step towards delivering education and community facilities for the growing neighbourhood.
The proposals include the school, community sports facilities, allotments and extensive green infrastructure, with walking and cycling connections helping to link the site with the wider development.

July 2026 - The Upper Acre
The Upper Acre moves towards construction
Procurement began for a contractor to deliver 424 mixed-tenure homes at The Upper Acre, the next major residential phase of One Horton Heath.
The phase will also include new green spaces, play areas and walking and cycling routes, continuing the development of the wider community and its supporting infrastructure.

June 2026 - The Lower Acre
The Lower Acre show homes open
The first show homes at The Lower Acre opened in June 2026, giving prospective residents and the local community the opportunity to step inside the new homes and see the first residential phase taking shape.
The Lower Acre will deliver 381 homes, including homes for sale, shared ownership, affordable housing and private rental, as part of the wider One Horton Heath development.

Plans for the new primary school shared with the community
Residents and local stakeholders were invited to comment on detailed proposals for the new primary school at One Horton Heath, alongside a sports pitch, pavilion, allotments and new walking and cycling connections.
The consultation provided an opportunity for the local community to see the plans and share their views ahead of the next stage of the planning process.

Planning approval secured for a further 986 homes
Detailed planning approval was secured for 986 further homes across The Folds, The Holme and Homestal.
The plans include new green spaces, landscaping, play areas and supporting infrastructure, continuing the delivery of the wider One Horton Heath masterplan and providing the next major phases of housing beyond The Lower Acre.

The Upper Acre planning approval secured
Reserved Matters approval was granted for The Upper Acre, the second residential phase at One Horton Heath.
The phase will deliver around 424 mixed-tenure homes alongside new open spaces, landscaping, play areas, walking and cycling routes, drainage, utilities and other supporting infrastructure.

February 2026 - New Crossing
Burnetts Lane pedestrian crossing completed
Improvements to the pedestrian crossing on Burnetts Lane, between Meadowsweet Way and Bramley Gardens, were completed in February 2026.
The works provide a safer crossing point for pedestrians and include drainage improvements, helping to improve accessibility and safety for people travelling through the area.

Consultant appointed for new primary school
Peter Marsh Consulting and its team of design experts were appointed to lead the project to deliver a new primary school at One Horton Heath.
The appointment marked an important step forward in the plans for a three-form-entry school, which will provide places for around 600 pupils alongside sports facilities, allotments and green spaces.

Outline planning permission granted
Outline planning permission was granted for the wider One Horton Heath masterplan, providing for up to 2,500 new homes alongside a new primary school, local centre, sports facilities, allotments, green spaces and supporting infrastructure.
The approval marked an important milestone for the long-term development of One Horton Heath, providing the framework for the next stages of detailed planning and delivery.

First bricks laid at The Lower Acre
The ‘first bricks’ were laid at The Lower Acre, marking an important step forward in the construction of the first 381 homes at One Horton Heath.
With the foundations and early construction work already underway, the milestone marked the transition towards the new homes beginning to take shape across the first phase of the development.

September 2025 - New road
The Avenue opens!
On Monday 15 September 2025, ‘The Avenue’ officially opened to all traffic marking a significant milestone in the delivery of One Horton Heath’s infrastructure-first approach. Built ahead of the first new homes to support traffic flow from the outset and improve connectivity between Fair Oak, Horton Heath and Hedge End.
Spanning 1.2 miles from Burnett’s Lane South to Allington Lane North, this new route features two new roundabouts, dedicated footways, improved cycling access, and extensive tree-planting. It includes five new bridges – three for vehicles and two for pedestrians and cyclists – incorporating wildlife-friendly features such as mammal tunnels and bee bricks.

July 2025 - Section 106 Upgrades to make path safer
Improved path to Hedge End station opens
The improved walking and cycling path between Bubb Lane and Hedge End railway station reopened in July 2025 following upgrades to make the route safer and more accessible.
The project created a new 3-metre-wide shared-use path, with improved lighting, fencing and railings, providing a better connection between One Horton Heath, Hedge End station and the surrounding area.

Link road bridge construction begins
Construction begins on the 5 bridges forming part of the site’s link road
These 3 road bridges and 2 pedestrian bridges form an essential part of the connectivity across the site. Allowing existing watercourses to be protected and maintained.

The Lower Acre
Construction of First Homes Begins
Ground has officially been broken at the Lower Acre site, marking the start of ‘home-building’ at One Horton Heath. Following groundworks by Hope & Clay and foundation works by SPEEDECK, Wates has been appointed to deliver the first homes.
This milestone follows the successful delivery of our ‘Infrastructure First’ approach, which has already provided two new drainage tanks, three electric substations, and the site Link Road.

Luddon Construction set to begin link road
Luddon Construction has been awarded the £11.7m contract to build the final route phase of the link road. Starting in spring 2023, the national contractor will also be delivering a mile of shared footway and cycleway routes, utility and drainage connections and new bus facilities.

Ground Source Heat Pump network
Work begins at The Lower Acre
Specialist contractors, commence work on the developments innovative ground source heat pump network. The technology will deliver a renewable heat source to heat pumps in the home providing 100% of the home’s heating and hot water needs.

Community viewing platform opens Summer 2023
A viewing points adjacent to the North Gateway on Allington Lane opens to allow visitors to enjoy and explore the location, view the development and learn about ecology.

Green Open Space consultation 2023
Shaping Nature-Connected Community Spaces
In 2023, community feedback helped shape plans for green spaces at One Horton Heath. The design protects existing watercourses, supports biodiversity, and encourages walking and cycling.
Three road bridges and two pedestrian bridges improve access while preserving natural corridors. Mature tree belts, upgraded public rights of way, and new play areas will create inclusive, nature-connected spaces for all.

Construction on the all important link road is planned to start in late 2022. The 1.2 mile section will link into the Northern and Southern gateway roundabouts.

Explore Map hits one-year anniversary
The interactive map, which guides users around the different aspects of the development, hit its 1-year anniversary this month.
Since going live, the map has been viewed over 4,500 times.

Cable Undergrounding Site Preperation Completed
In July 2022, works to underground approximately 3km of overhead cables across the site were completed in order to prepare the site for future works.
In spite of some challenging circumstances requiring some difficult engineering practices, the works were carried out successfully with minimal disruption for local residents.

Formally submitted to the Local Planning Authority in December 2020 the Masterplan outline application and first new homes application were validated in January 2021.

Horton Heath link road planning application is submitted in July
The 1.2 mile link road route will run through One Horton Heath and connect to the southern gateway at Burnetts Lane and to the northern gateway at Allington Lane. The first phase of the all important new link road has fully opened to all users. Named Chalcroft Way, the new section of road, footway/cycleway and open space forms the southern gateway into the site.

Council acquires Solar Farm at One Horton Heath
Developed and built in 2013 by Solarcentury, one of the UK’s most experienced solar energy companies, the site hosts more than 25,600 photovoltaic panels covering around 34 acres of land.
The move underlines the Council’s commitment to delivering an environmentally sustainable development with no reliance on fossil fuels. The 6.3 megawatt solar farm was acquired in June 2021.

Work starts on road infrastructure
Work started on the 8 June 2020 on the first phase of the developments infrastructure. The first phase of road building will see three new roundabouts on Bubb Lane, Burnetts Lane and Allington Lane, and a new link road between Bubb Lane and Burnetts Lane. Once complete, the site will have new access points at both the north and south of the development.
A £20.8m grant from Homes England was awarded to kick start the development.

A new planning consultation video was launched in November 2020 in support of the second round of public engagement. The video contained new images and updated information about the emerging Masterplan and first new homes layout.

Public engagement - September
The first of two pre-application public consultations commenced in early September 2020. The consultation launched the development’s Masterplan and first new homes proposals and was promoted online, in Horton Heath and through local partners. The consultation provided an opportunity for the public to see for the first time images of what One Horton Heath could look like.
In a series of four public webinars, the community were able to hear from the One Horton Heath team and specialists. A detailed planning film carefully explained the development’s design journey and addressed the development’s main features.
