New funding will support
affordable homes across Eastleigh Borough

Eastleigh Borough Council has secured £154.4 million from Homes England to help deliver 1,042 social and affordable homes across the Borough over the next ten years.

The Council has been selected as a Strategic Partner for Homes England’s Social and Affordable Homes Programme 2026–2036, making Eastleigh one of only three councils in England to receive this status.

For One Horton Heath, the announcement builds on work already underway to provide a range of homes as part of the new community.

Affordable homes already being delivered at One Horton Heath

Construction is well underway on the first 381 homes at the Lower Acre, with the first homes now nearing completion.

Of the homes being delivered in this first phase, 35% will be affordable, helping to make home ownership more accessible to a wider range of people.

The first shared ownership home at One Horton Heath has also now been reserved.

Shared ownership can provide a more affordable route into home ownership. Buyers purchase a share of a property and pay rent on the remaining share, with the opportunity to purchase a larger share of the home over time.

The homes at One Horton Heath are being delivered through eastbrooke homes.

 

More than just new homes

One Horton Heath is being planned as a complete community, with new homes alongside infrastructure, facilities and green spaces.

As the development progresses, the community will include a new primary school, local centre, sports facilities, public open spaces and a network of walking and cycling routes.

The approach is about creating a place where people can live, work, travel and spend time, with a mix of homes to support different needs and stages of life.

The new Homes England partnership will support the Council’s wider work to increase the supply of social and affordable homes across the Borough, while One Horton Heath is already delivering affordable homes as part of the new community.

 

What does the Homes England announcement mean?

The new ten-year partnership will provide:

  • £154.4 million of Homes England funding
  • 1,042 social and affordable homes across the Borough
  • A programme running from 2026 to 2036
  • Eastleigh Borough Council’s position as one of only three councils in England selected as a Strategic Partner

The programme will help the Council plan and deliver affordable housing over a longer period and across a number of Council-owned sites.

For One Horton Heath, it is another step in delivering a new community with a mix of homes, including affordable homes, alongside the infrastructure and facilities needed to support it.
