New Horton Heath primary school & community facilities
Consultation

A public consultation on proposals for a new primary school, sports pitch, pavilion and allotments within the One Horton Heath development took place between 13 and 27 May.

Outline planning permission has already been granted for these uses, and the consultation provided an opportunity for residents to view and comment on the detailed design proposals ahead of the submission of a Reserved Matters planning application.

What is a Reserved Matters application?

A Reserved Matters application is the next stage in the planning process. It focuses on the detailed design of the development, including things like the layout, appearance, landscaping, access and scale.

Consultation details

The consultation included online feedback opportunities and an in-person event held at Fair Oak and Horton Heath Parish Council offices, where residents could view the plans and speak with members of the One Horton Heath team.

Key proposals

The Primary School

  • For children aged between 4–11 years, growing to a 3-form entry school
  • Initial intake of 20+ Reception places
  • Includes outdoor learning, MUGA and sports facilities
  • Specialist resourced provision for pupils with additional needs
  • Positioned as part of the wider community hub
  • Planned to open (based on the development’s occupation and onsite progress) in September 2028

Sports Provision

  • 3G / Artificial pitch and floodlights
  • Sports pavilion with changing facilities
  • Approx. 80 parking spaces (shared use with school)
  • Designed in line with Sport England principles

Allotments

  • Mix of full and half plots
  • Delivered to recognised national standards
  • Supporting facilities including parking provision

Wider Connectivity

  • New cycle and pedestrian routes linking across the development
